Mission
Statement of Northeast Iowa RC&D:
The
mission statement of
Northeast Iowa RC&D is to accelerate the development,
conservation and wise use of human, financial, and natural
resources in order to improve the standard of living and quality
of life in Allamakee, Buchanan, Clayton, Fayette, Howard,
and Winneshiek counties in Northeast Iowa.

Nationally,
the purpose of the Northeast Iowa Resource Conservation and Development,
Inc. is to accelerate the conservation, development and utilization
of natural resources, improve the general level of economic activity,
and to enhance the environment and standard of living in designated
RC&D area.
The
RC&D also establishes or improves coordination systems in rural
areas. Current program objectives focus on improvement of quality
of life achieved through natural resources conservation and community
development which leads to sustainable communities, prudent use (development),
and the management and conservation of natural resources. RC&D
areas are locally sponsored areas designated by the Secretary of Agriculture
for RC&D technical and financial assistance program funds.

Paul
Berland, Regional Watershed Coordinator, pberland@northeastiowarcd.org
Berland received a bachelors of science
degree from the University of Wisconsin- Stevens Point and
a master of science degree in Environmental Studies from
the College of Charleston, South Carolina. Berland coordinates
the Northeast Iowa Comprehensive Watershed Assessment and
Management Project; working to develop and apply process
models to complete a large watershed assessment in the Upper
Iowa River Watershed (640,000 acres) apply the same process
model to the Yellow River Watershed (154,000 acres), and
begin outreach to the Turkey River Watershed (1,080,000
acres). Paul coordinates water quality monitoring and watershed
protection efforts by facilitating discussion, cooperation
and collaboration between numerous local, state and federal
agencies, organizations and individuals. Paul also works
to increase stakeholder knowledge and participation in water
quality conservation projects, identifies innovative watershed
protection approaches, develops grant proposals to fund
watershed protection efforts and water quality research,
and provides central coordination and assistance to various
water quality projects. In addition, Paul develops and publishes
two watershed newsletters, The Upper Iowa News and Yellow
River Update, and provides important water quality press
releases to local and regional media outlets.

Richard
Kittelson, Forestry
Outreach Coordinator, kittelson@netins.net
Kittelson
received an Associate of Arts degree in Arboriculture from
Northeast Iowa Community College in 2002. As Forestry Coordinator
for Northeast Iowa RC&D Kittelson provides forestry assistance
to producers and landowners. Kittelson promotes the planting
of trees and management of forests in a sustainable manner.
